Applicants generally must have low or very low income, lack decent safe and sanitary housing, be unable to obtain affordable credit elsewhere, occupy the property as a primary residence, have legal capacity, meet citizenship or eligible noncitizen requirements, and not be suspended or debarred from federal programs.

Program offers fixed-rate direct loans, generally with terms up to 33 years and, for some very-low-income applicants, up to 38 years. Payment assistance can reduce the effective interest rate, potentially as low as 1%; current rate and subsidy are determined at approval. Typically no down payment is required.
