How to get help
Apply online through the official Houston CLT application. Staff review eligibility and pre-purchase requirements before issuing any qualification letter. A qualified buyer engages a realtor, shops for a program-eligible home, coordinates the offer and inspection with staff, and completes purchase and ground-lease requirements. Qualification, grant amount, home eligibility, financing, and closing are not guaranteed.
Who this service helps
Gross annual household income below 80% of area median income; completion of an eight-hour HUD-certified homebuyer education course and Houston CLT orientation; ability to obtain an approved fixed-rate 30-year mortgage; debt within program limits; at least $1,000 in personal reserves at closing; and all required documentation. The program states a minimum homebuyer contribution of $70,000, which may be higher based on income. The selected home must satisfy location, type, condition, insurance, and flood-risk criteria.
