How to get help
Gather itemized medical bills, receipts for payments, and insurance explanations of benefits when applicable. Submit an EMC-only request through the CVC Portal or complete the CVC application using the EMC instructions and mail it to Crime Victim Services. Submit later documents through the authorized portal, webform, or mail route.
Who this service helps
A victim who received qualifying care, a person who paid or is responsible for the bills, or an authorized representative; the examination must have been in Texas, the application generally must be within three years unless good cause applies, and the victim must not have been incarcerated during the crime.

The Emergency Medical Care compensation path may cover medical treatment and medication during the examination, EMS transport, and, for care after August 31, 2025, prescribed related care received within the following 30 days.
