How to get help
Use the official online portal when it is open and submit one complete application per household and address per calendar year. The site states that the portal is currently closed after reaching capacity and was expected to reopen September 14; check the official page for current status before applying. Applicants without an SSN or ITIN for all household members may call 713-590-2327 to schedule an in-person appointment. Submitted applicants receive an application number for online status checks.
Who this service helps
Applicants must live in Harris, Brazoria, or Galveston County and meet the published household-income limits effective January 26, 2026. The application requires recent income records for adults, identification and Social Security documentation for household members, citizenship or legal-residency documentation, and a current eligible utility bill. Additional documentation applies when an adult reports no income.
