Published criteria include Harris County residence, ownership of the home for at least five consecutive years or an affidavit of heirship for inherited property, household income at or below 65% of area median income, and an eligible single-family detached home. Mobile homes, condominiums, townhouses, properties under an active housing-assistance affordability period, and properties with unresolved liens are excluded, subject to stated exceptions.
