How to get help
The waiting list is closed. When intake reopens, submit the HRSP preliminary application and documentation; eligible applicants receive written notice and staff review to determine whether demolition and reconstruction is feasible.
Who this service helps
Low- to moderate-income owner-occupant at or below 80% AMI meeting the Housing Rehabilitation Services Program's Pasadena location, one-year occupancy, title, tax, lien, legal, mortgage-release, citizenship or residency, background, and conflict-of-interest rules; property assessment must support reconstruction.

Cost / fees
No-interest deferred loan secured by a lien. Demolition and reconstruction bids are limited to $250,000 plus a 5% contingency, subject to HUD subsidy and value limits and an applicable affordability period.
About this service
When rehabilitation is cost prohibitive and reconstruction is feasible, the HOME-funded program may replace the existing single-family house on the same property to achieve safe and code-compliant housing.
