Household income at or below 80% AMI; property within Pasadena and owner-occupied as the principal homestead for at least one year; verified ownership; taxes current, deferred, or on an approved plan; property free of liens, judgments, and pending legal proceedings; paid mortgage with release; eligible citizenship or residency; adult background checks; no City conflict of interest.

Cost / fees
No-interest, 100% deferred loan secured by a property lien and forgiven over the affordability period. Rehabilitation is generally limited to $50,000 plus 5% contingency, or up to $60,000 plus contingency when specified lead or historic requirements apply.
